I. Social Insurance Department

          (Decision No.283/QD-LDTBXH, the 5th February, 2013)

          1. The Department of Social Insurance is a unit of the Ministry of Labor - Invalids and Social Affairs, has the responsibilities and duties to assist the Minister in execution of the state management role in the area of social insurance (compulsory & voluntary social insurances and other types of social insurance) in the whole country and as specified by laws.

          2. The Department of Social Insurance has the following duties:

          2.1. Carrying out research works and submitting to the Ministry:

          a) Draft laws, ordinances and other legal documents on social insurance; 

          b) Strategies, programs, annual & long-term plans, projects and planning on social insurance;

          c) Schemes, policies and legal documents on:

          - Types of compulsory social insurance cover sickness, pregnancy, labour accident, occupational diseases, retire pension and death.

          - Types of voluntary social insurance cover retire pension and death.

          - Other types of social insurance. 

          d) Setting up regulations of social insurance information collection and reporting. 

          2.2. Providing guidelines and monitoring the execution and enforcement of the State's and the Ministry's policies and regulations on social insurance.

          2.3. Performing international cooperation activities as assigned by the Ministry.

          2.4. Carrying out research works, participating in legal communication and training activities in the area of social insurance to officials, civil servants and public servants as assigned by the Ministry. 

          2.5. Collecting data and making periodical & incidental reports on social insurance.

          2.6. Managing public servants, civil servants, physical & financial resources as specified by laws and the Ministry.

          2.7. Performing any tasks requested by the Ministry.

          The book “New points in law on social insurance 2014”

          At the 8th session of National Assembly XIII, on November 20th, 2014 the National Assembly passed the Law on Social Insurance. Law on Social Insurance 2014 will be taking effect from 1st January 2016.

          In the activity framework of the project “Integration of Gender Equality in Decent Work legislation and policies in Vietnam”, The Social Insurance Department of the Ministry of Labor, Invalids and Social Affair have compiled the book “New points in Law on Social Insurance 2014” to introduce, provide information to offices, organizations, enterprises and employees on new points in Law on Social Insurance 2014. The book includes 02 parts (new points and detail contents of Social Insurance 2014) and present in each chapter, sections.
